Initial National Catalogue And Tariff For Community Equipment, 2008
Background
There are two broad categories of community equipment within the new service; these are:
- Simple aids to daily living (SADLs) that support people to maintain their independence in mobility, toileting and bathing etc. Those consumable products are low value (typically under £100) and high volume. SADLs are provided by issuing state supported users with a prescription, which can be redeemed/ exchanged for equipment at an accredited retailer.
- Complex aids to daily living (CADLs) that support care in the home setting, e.g. profiling beds, pressure relieving mattresses, hoists and standing frames etc. These are items that are high value and have a long life typically and are likely to require servicing and maintenance (electrical and hydraulic). CADLs are more specialist equipment and general retailers are unlikely to stock them. It is intended that this equipment will be loaned to users through a regional or national Home Loan Delivery Service

This is the first issue and does not include products prescribed to aid those users with sight and hearing impairments, children’s products, delivery & installation charges and the prescription handling fee. Further price validation is being carried out on these items and the initial tariff will be updated to include these items once that validation exercise is complete.

How the national catalogue and tariff will be used
Prescribers from local authorities and their health partners implementing the retail model will prescribe products from the national product catalogue.
Each local authority/health partnership will be able to customise their own view of the catalogue for their prescribers. They may choose to limit the products they prescribe.
The tariff is the retail value assigned to all products on the catalogue. This value will be paid by implementation sites to accredited retailers who fulfil prescriptions that they are presented with for items from the catalogue.
How the initial tariff has been calculated
This initial tariff has been calculated as follows:
- The lower quartile of the weighted average of current local authority community equipment purchasing costs for each item was calculated.
- From (1), a local authority / health partnership wholesale price was calculated.
- The resultant figures have been benchmarked against prices agreed by accredited retailers in areas where the model has already been implemented.
- Finally, the views of a number of independent retailers have been sought and reflected in the tariff as necessary.
Creating the final national tariff for 2008
In addition to the above steps, a separate commercial price benchmarking exercise is being undertaken on behalf of the Transforming Community Equipment Programme. The results of this exercise will be compared to the initial tariff and a final national tariff will be published during autumn 2008.
Thereafter, the national product catalogue and tariff will be reviewed and updated regularly to incorporate additional items that are subsequently identified as necessary and to align with changing market conditions.
Generic specifications for items on the national catalogue
Each product that has a tariff value will also have a generic specification. These will progressively be added to this website during July and thereafter as additional items are added to the catalogue.
