Care Services Efficiency Delivery
CSED deliver evidence-based, pragmatic and practical efficiency improvement solutions, within a systems context, using proven in-depth case studies of successful implementation.
CSED facilitate efficiency improvements, process and system change across multiple councils via the introduction of common standards and leveraged approaches.
Background
The Department of Health established the CSED Programme in June 2004 to support the implementation of the recommendations of Releasing Resources to the Front Line - the Independent Review of Public Sector Efficiency, led by Sir Peter Gershon.
The programme works collaboratively with local councils, the NHS and service providers to develop and support initiatives to gain sustainable efficiency improvements in adult social care over the period 2005/06 to 2007/08. These sustainable efficiencies will be delivered without compromising the level of service to vulnerable adults who need care.
CSED is part of the Department of Health's Care Services Improvement Partnership (CSIP) positioned to ensure an integrated and consistent approach across policy development and its practical implementation.
The target of £684 million of efficiency improvements by 2007/08 in care services for adults is approximately 10% of the overall Department of Health efficiency target of £6.5 billion..

John Bolton

Director of Strategic Finance at the Department of Health
From mid-December 2007, John took over as the Director of Strategic Finance at the Department of Health responsible for social care and as Senior Responsible Officer for the CSED programme.
Prior to his appointment John was the Director of Social Services and Housing at Coventry in November 2002 and in October 2005 extended his responsibilities as Director of Community Services. Coventry Social Care moved from "special measures" to three Stars during John's tenure.
Before working in Coventry, John was the Director of the Joint Review Team. This team reviewed the effectiveness and efficiency of local authority social care under the joint sponsorship of the Department of Health, the National Assembly for Wales and the Audit Commission. John was the Treasurer of the Association of Director of Adults Social Services (ADASS) and he was the Chair of Research in Practice for Adults (RiPfA). John is a Governor of Coventry University and a member of the Coventry Ambassadors Group.
